A weird message that I suspect was from Parker, telling us we should be looking into something called "The Cabal" in Amsterdam.

Checked in with Victoria Ness who said that Parker has gone off the grid. Ness thinks Parker might be onto something, but apparently no one else at the Department of Works is taking this "Cabal" business seriously.

Ness thinks that Karen Whybrew is in Amsterdam. (This reminds me to get back into the Saltmarsh story, for context on Karen Whybrew). If Karen is there, then maybe it is something worth following up...
